The UK and US have forged a significant bilateral deal that will preserve no import taxes on British pharmaceutical exports being sold in the US market.

The Terms of the Accord

As part of the deal, the UK has pledged to increase funding on pharmaceuticals through the National Health Service (NHS). This pledge ensures that import taxes on these key products will remain at zero for a period of the next three years.

This development follows earlier threats to hike duties on patented pharmaceutical imports, with figures mentioned reaching double the cost.

"This deal between the UK bolsters the international landscape for new treatments and introduces much-needed fairness to U.S.–U.K. drug exports," a statement noted.

Trade Impact

Medicines constitute one of the the United Kingdom's most significant goods shipped to the US, which is clearly the primary destination for major UK drugmakers.

Export figures reveal that in the year prior to the third quarter, the UK shipped medicines valued at over eleven billion pounds to the US. This value made up a significant portion of all goods exports in that timeframe.

"This agreement secures employment, boosts capital expenditure and paves the way for the UK to emerge as a global hub for biotech and pharma," the Business and Trade Secretary commented.

Key NHS Changes

The pact entails several notable commitments from the British government:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it deems new medicines to be unaffordable by 25%.
  • Increased NHS Spending: There is a goal to increase total health service expenditure on drugs from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The amount drug companies must return to the NHS to prevent overspending will be capped at fifteen percent. Previously, rebates exceeded twenty percent.

Broader Context

The pact comes amid a ongoing tension between the pharmaceutical industry and the British authorities over drug pricing and regulatory access.

These tensions were intensified by arguments that US customers were paying several times more for the equivalent treatments than people in the Britain and the EU.

In recent months, several significant drug company projects in the UK have been paused or scrapped, while multi-billion-dollar funding commitments have been announced toward American operations.

A senior figure acknowledged that the NHS must increase expenditure on drugs, noting that its spending on drugs had declined as a share of its overall budget over the last ten years.
